According to the UPU Treaty, each country had to print 3 stationeries, before issuing in their country. One was kept on their file as record and the other 2 were mailed to Goa, headquarters of the Portuguese in India. These stationeries were handstamped with either Ultramar, Colonias or, Especimen.
One was retained with the UPU as their record and the other was mailed back to the original country for their record as approval. Upon the receipt of these from the UPU, the country were allowed to issue the same Stationery for usage. These have been illustrated in the book by Marcus Samuel as Proofs.
